
Since 2017 NYCHA has broadcasted PACT – Permanent Affordability Commitment Together – as the all encompassing solution to repairing the buildings NYCHA let fall into disrepair. Today there are around 25,000 apartments under PACT at 564 addresses throughout the 5 boroughs.
Officials claim private developers will fill in the budget gaps and make desperately needed repairs while collecting rent we know this is a lie.
Whether the slumlord is NYCHA or a private developer, conditions deteriorate and residents are put in harm’s way.

At 5 PACT developments (above), more than 60% of violations take more than one year to be addressed. NYCHA does not monitor which management companies have the most violations when selling off another building, nor check in on the progress of repairs. NYCHA sells off the building leaving residents to fend for themselves against the real estate tycoons purchasing their home.

THE CITY found that PACT developments average 25 violations per 100 units. The above graph based on THE CITY investigation shows that buildings in PACT for multiple years see violations go up, rather than the repairs NYCHA promised.
